The article discusses the economic and social transformations in post-reform China, focusing on the role of the State. Starting from the premise that there is a distorted view of the country, challenged by recent productive advances, the institutional changes promoted after 1978 are analyzed in light of their social impacts, enabling a discussion on the State’s ability to articulate responses to confront the internal contradictions generated by the reforms. It is concluded that the Chinese State retained its decision-making capacity even after opening to market forces. In this process, expectations and imbalances arise, while the State's ability to respond allows for continued investment and the maintenance of low unemployment rates.
