Abstract

Based on the perception that the opening of federal higher education units in the interior of Brazil, linked to the presence of Local Productive Arrangements, presents itself as an inclusive policy of educational opportunity capable of favoring the development of the place and region where they are located, this article sought to identify how this recent expansion was based, taking as a criterion of analysis its developments on the adequacy of the political structures of operation, the relations of cooperation, learning and the culture of innovation in the context of Local Productive Arrangements. Therefore, after drawing and composing the sample, a direct survey was carried out, at first, through semi-structured interviews, with representatives, in different degrees, of the Federal Institutions of Higher Education. In addition, bibliographic and documentary research was also carried out. The results obtained point to a need to bring the HEIs closer to the different actors that make up the productive agglomerations through, among other aspects, research and extension practices, cooperation and local and international partnerships, identification, recognition and efforts that move in the direction to promote attention to local realities and needs from the perspective of their demands and singularities. Finally, it is clear that the effects observed on each campus, in a primary analysis, appear to be derived from the social capital present in the region where they are located.
