Coronelismo e neo-coronelismo: eternização do quadro de análise política do Nordeste?

Resumo

Partindo do exame das controvérsias e ambigüidades do conceito de coronelismo, a autora questiona as condições históricas, os argumentos teóricos e dados empíricos que conduzem o seu uso restrito a aná1ise da política regional nordestina. A tese defendida é que não é o coronelismo, que se eterniza na região e sim o próprio instrumental teórico de análise política. O conceito de “neo-coronelismo" que pretende ajustar as mudanças significativas que se operam na economia rural do Nordeste pós-70 ao código da política coronelista é revisto criticamente, sendo apontada a sua importância para responder a duas ordens de evidências: o esgarçamento da trama Oligárquica através da corrosão progressiva das relações de dependência pessoal que se estabeleciam entre moradores-parceiros e patrões nos domínios dos latifúndios tradicionais; o nítido descompasso entre a imagem de passividade política que o neo-coronelismo imputa aos trabalhadores rurais e a crescente mobilização dos mesmos nas duas últimas décadas. Conclui finalmente que nos latifúndios gestados pela a ação modernizadora do Estado na região, de modo especial pós-70, as mediações que se estabeleceriam entre "empresários de terras" e trabalhadores desnaturam quaisquer tentativas de reencontrar, ainda que sob novas versões, os pressupostos do domínio coronelista. Taking as her starting-point an analysis of the controversies and ambiguities concerning the concept of the colonel phenomenon, the author calls into question the historical conditions, theoretical arguments and empirical data that lead to its use being restricted to the analysis of the regional politics of the northeast. The case argued is that it is not the colonel phenomenon that is becoming eternalized in the region but the very theoretical tools of political analysis. The concept of the "neo-colonel phenomenon" that attempts to adapt the significant changes taking place in the rural economy of the northeast from the seventies onwards to the code of colonel-type politics is reviewed critically, attention being drawn to its inability to account for two kinds of evidence: the breakdown of the oligarchic structure through the progressive corrosion of the relationships of personal dependence that were established between sharecroppers and bosses on the traditional large estates; and the sharp divergence between the image of political passivity that the neo-colonel phenomenon imputes to the rural workers and the increasing mobilization of the latter over last two decades. The final conclusion drawn is that on the large estates that sprung up as a result of the modernizing action of the state in the region, especially during the seventies, the acts of mediation established between "land entrepreneurs" and workers nullify any attempts to reedit, albeit in a new guise, the presuppositions of the colonel-type domination.
