Abstract

This work presents a brief history of poverty, emphasizing the debate between its unidimensional and multidimensional character, with emphasis on the senian approach, which treats the topic not as the deprivation of a certain level of income, but as the deprivation of capabilities, i.e., the freedom to be and act as one considers worthy. In this sense, socioeconomic issues were analyzed in Recife, where it was possible to observe extremely high income inequality contrasting with a medium-high Human Development Index. This is explained by the existing social distance between some Human Development Units (HDUs), which are very close to countries with a high Human Development Index (HDI), such as Norway, and others that are closer to countries with lower HDI, like the poorest in sub-Saharan Africa. That said, this work intended to present the Alkire-Foster method to measure multidimensional poverty in Recife. This proposal for operationalizing the capabilities approach aims to understand the deprivations that Recife's population suffers which are not captured by strictly monetary analysis. To this end, variables such as education, health, housing conditions, etc. are incorporated, paying attention to the existing heterogeneity among human beings.

Possui graduação em Ciências Econômicas pela PUCRS, mestrado em Desenvolvimento Rural pela UFRGS/PGDR e doutorado em Economia pela UFRGS/PPGE. Atualmente é professora adjunta do Departamento de Economia da UFPE. Integra o Grupo de Estudos e Pesquisas em Interculturalidades e Economias do Sul , GEPIES, PGDR/UFRGS, e o Grupo de Estudos e Pesquisas em História do Pensamento Econômico e Economia Brasileira - Decon-UFPE. Tem experiência na área de Economia do Desenvolvimento, atuando principalmente nos seguintes temas: pobreza e invisibilidade no espaço rural;agricultura camponesa; seca; Abordagem das Capacitações; Bem Viver; land grabbing; economias não capitalistas e institucionalismo.
