As Forças Armadas no período de transição: o Governo Figueiredo

Resumo

O artigo pretende estudar, principalmente, o papel da instituição castrense “as vésperas da transição do autoritarismo para a democracia. Deste estudo, conclui-se, dentre outros, que as Forças Armadas estavam mais preocupadas com sua reprodução social do que em defender grupos específicos; permanecia o antigo desprezo pela capacidade civil em preservar os interesses da Nação e, que existiram sérias rivalidades externas que, paradoxalmente, contribuíram para o êxito da transição. A aquiescência castrense à assunção de Tancredo Neves é checada através do genérico modelo do Prof. Przewoski. Chegou-se a conclusão que a corporação castrense avalizou a entrega do poder aos civis, por ter recebido garantias que seus interesses não seriam afetados, de modo considerável, no decorrer do novo regime. Por fim, tenta-se fazer um breve paralelo com a experiência espanhola, ressaltando-se que a Espanha não teve, como no Brasil, um regime militar bem estruturado para desmontar, e seu processo de democratização foi feito com uma economia e pleno emprego, sem endividamento externo e taxa da inflação de 30% ao ano. The main of this article is to study the role of the military on the eve of the transition from authoritarianism to democracy. From this study the following conclusions, among others, are drawn: that the armed forces were more concerned with their social reproduction (survial as a social entity) than with defending particular groups; that they continued to feel their traditional disdain for the civilions ability to safeguard the nation’s interests; na that serious internal rivalries existed which paradoxicall, contributed to the sucesso f the transition. The military’s acquiescense in Tancredo Neves talking Office is verified by means of, Professor Przeworski’s generic model. It is concluded that the armed forces guaranteed the handing, over of Power to civilians on acconunt of their having received assurances to the effect that their interests, in large measure, would not be affected under the new regime. Finally, na attemp is made to draw a brief parallel with the experience of spain, emphasizing the fact that spain, unlike Brazil, did not have a well-structured military regime to dismantle and that Spain’s processo f democratization took place in the contexto f na economy with full employment, no foreing debt and na inflation rate of 30% per annum.
