O Comportamento dos Migrantes e as Atitudes das Elites durante a Grande Seca do Nordeste: 1877 a 1879.

Resumo

Enfoca-se, neste ensaio, a Grande Seca de 1877 que, durante anos seguidos, assolou o sertão nordestino, destruindo-lhe a economia e flagelando-lhe a população. Com base em abundante documentação histórica existente analisam-se: a) os padrões de comportamento dos retirantes; b) a natureza e as formas de operacionalização das políticas de assistência aos flagelados, pela primeira vez, formuladas e implementadas na região; c) as atitudes das elites brasileiras e nordestinas tanto em relação às populações afetadas, como em relação a tais políticas. A análise destes aspectos permite clarificar a compreensão do que foi a Grande Seca de 1877 e, sobretudo, serve de base para fazer introspecções no que concerne às intensas migrações rurais – urbanas que hoje ainda ocorrem na região, inclusive por efeito de secas mais recentes. This paper focuses on the big drought of 1877, which, during several years castigated the hinterland of Northeast Brazil, destroying its economy and leaving its population in conditions of misery. Based upon abundant historical documentation, an analysis is made of: a) the behaviour of those who left the land; b) the nature and the forms of Implementation of the drought relief policies, which were applied for the first time in the region; c) the attitudes of the Brazilian and Northeastern elites in regard to the population affected by the drought and also to the official policies. The analysis of these questions allows the clarification of the dimensions of the 1877 drought and, moreover, may serve as a basis for understanding today's rural-urban migration glows in the region, especially of those who are pushed off the 'and by droughts.
