Desemprego e subemprego no Nordeste

O objetivo do trabalho é estimar o volume absoluto do desemprego e subemprego no Nordeste entre os anos de 1935 e 2000. Para tanto, projetou-se a população economicamente ativa a partir de hipóteses quanto ao comportamento da fecundidade, mortalidade, migração e taxas especificas de atividade e sobre a qual aplicou-se as taxas de desemprego e subemprego, evidenciadas no recenseamento de 1980. Os resultados mostram que mantidos os atuais níveis de utilização e remuneração da mão-de-obra regional, no ano de 2000, entre 10 e 12,6 milhões de nordestinos em idade ativa, estariam na condição de subemprego invisível (recebendo menos de que 1 salário mínimo); entre 3,5 e 4,4 milhões trabalhando menos de 40 horas semanais (subemprego visível) e entre 260 e 320 mil efetivamente desempregados, com importantes implicações sobre as condições gerais de vida da população regional. Unemployment and Underemplyment in the Northeast. The purpose of this paper is to estimate the absolute amount of unemployment and underemployment in the Northeast between the years 1985 and 2000. To this end the economically active population was projected on the basis of hypotheses as to the behaviour of fertility, motality, migration and specific rates of activity and to this population were aplied the rates of unemployment and underemployment as evidenced by the 1980 census. The results show that, should the present levels of use and remuneration of the regional workforce be maintained, in the year 2000 between 10 and 12,6 million people of working age from the Northeast would be in the category of invisible employment (receiving less than one minimun salary) between 3.5 and 4,4 million would be working lesse than 40 hours per week (visible underemployment) and between 260 and 320 thousand would be effectively unemplyed, with important repercussion son the general living conditions of the region’s population.
